$2.1 Billion Portsmouth D&D Contract Awarded to Fluor
Tooke & Smith took a lead role in preparing the Cost Volume for Fluor Corporation's proposal to perform decontamination and decommissioning activities at DOE's Portsmouth site in south-central Ohio.

$50 Billion LOGCAP IV Contract Awarded to Fluor Corporation
Tooke & Smith performed a lead role in assisting Fluor Corporation capture the 10-year, $50 billion LOGCAP IV contract. Tooke & Smith personnel managed the proposal effort, and were the primary authors on the Past Performance, Management, Technical and Cost volumes.

Proposal Expertise Delivers $1.6B in Wins for Rebuilding Iraq
Tooke & Smith led and wrote proposals for a large E&C contractor, resulting in winning three major proposals valued at $1.6B. We developed over 70% of the proposals for less than 20% of the total budget. At the debriefing, the government indicated that the cost was significantly higher than the lowest bidder but the “compelling and extraordinary proposals were worth the premium in elevated costs.”

Strategic Planning Promotes Growth of Small Business
Tooke & Smith provided business coaching and strategic planning services to a small business specializing in radiological engineering and remediation. As a result of our services, the company has developed the infrastructure for competing in the Federal marketplace, evidenced by the fact that they recently won two nationwide contracts for AFCEE valued at more than $50M.

Just-in-Time Training Facilitates Proposal Development
To prepare for a major remediation contract for USACE, Tooke & Smith provided just-in-time proposal training for a $6B engineering company. We provided training based upon a specific opportunity to facilitate proposal development activities. The Division Manager commended our efforts: “this training was the best I’ve ever seen and provided a significant head start for the proposal effort.”

Effective Capture Planning Results in 3 Major Awards
Over a two-year period, Tooke & Smith conducted capture planning for a remediation firm based in Saint Paul, MN. Through these efforts, we identified critical gaps and implemented strategies to mitigate gaps and enhance client positioning. As a result, the company won three major proposals with USACE, valued at more than $70M.
